Noel Rosales was born in Butuan City in 1959. He took up Civil Engineering at Mindanao State University as a university scholar and graduated in 1992. He worked as an engineer and as an architectural draftsman. He eventually pursued art and became the head art director at a Manila advertising agency and became one of the main illustrator for Adarna House Publishing and dabbled as an editorial cartoonist. Likes to paint abstract jeepneys, horses, carrozas and musicians influenced by veil painting, graphic art and cubism. Starting with watercolor realism, he switched to mixed media acrylic, but is better known for work in pastel-colored impasto and gift-wrapper collage on rice paper. His first solo was conducted at the University of the Philippines Faculty Center in 1992 and has conducted several exhibits since.
